Ali TEKKAYA
Mr. TEKKAYA began his professional career in the private sector, where he took part in construction projects carried out by the NATO Infrastructure Department at Sabiha Gökçen International Airport as well as at the Afyon and Merzifon military airports. He also worked as technical staff at the Samsun Regional Directorate of Land Registry and Cadastre.
In 2002, he began his public service career at the National Real Estate Directorate under the Muğla Treasury Office. During this period, he played an active role in the development and valuation of Treasury-owned properties and coastal facilities such as marinas, ports, and yacht repair yards. He also contributed to administrative registration and land creation registration procedures, as well as to the preparation and implementation of zoning plans.
He successfully carried out numerous critical works, particularly the transfer of specially designated properties, including 2/B lands, to their rightful owners; the implementation of occupancy fee procedures; and the establishment of easement rights and usage permits. He also contributed to legislative arrangements in these fields and pioneered the establishment of technical offices throughout the organization.
In 2014, he joined Muğla Water and Sewerage Administration General Directorate (MUSKİ), where he successively served as Head of the Support Services Department, Head of the Electrical Machinery and Equipment Supply Department, and Deputy General Manager. During his tenure at MUSKİ, he carried out significant work in the development of drinking water, wastewater, and stormwater infrastructure projects, as well as in logistics management.
In line with sustainability goals, he led visionary projects aimed at reducing carbon and water footprints, improving water and energy efficiency, and establishing solar power plants.
In March 2025, he retired from public service and became one of the founding partners of our company. With his extensive technical knowledge, senior-level public administration experience, and project development expertise, he continues to contribute to the corporate development and strategic goals of our company.

Emin MADRAN
CO-FOUNDERBorn in 1967 in the Yenipazar district of Aydın, Emin MADRAN completed his education in the field of surveying and cadastre at the Department of Geodesy and Photogrammetry Engineering at Yıldız Technical University.
Mr. MADRAN began his professional career in the public sector in 1987 and served in various positions within the General Directorate of Land Registry and Cadastre, including technical staff member, engineer, control engineer, and cadastre director. During his managerial roles in Kulu, Muğla, and Denizli, he carried out significant work in the fields of cadastre, real estate management, zoning, and public sector practices.
Before and after his public service career, he also worked in the private sector for four years, gaining experience in surveying, engineering, real estate development, and consultancy.
In 2014, he was appointed to Muğla Metropolitan Municipality, where he served as Head of the Real Estate and Expropriation Department. He subsequently held the positions of Head of the Zoning and Urban Planning Department and Technical Deputy Secretary General. He also served as a member of the Muğla Metropolitan Municipality Executive Committee for 10 years.
With nearly 40 years of professional experience, Emin MADRAN has developed strong expertise in urban planning, zoning, cadastre, expropriation, and real estate development. Since 2025, he has continued his professional career as a founding partner of TERRAVERA Engineering Consultancy Education and Tourism Trade Ltd. Co.

Oğuz Kağan BARDAKCI
CO-FOUNDERMr. Bardakcı began his professional career in 1998 at the Ortaköy Revenue Office under the Çorum Provincial Directorate of the Ministry of Finance, serving in taxation, assessment, collection, cashier, and accounting units. From 2002 onward, he worked at the National Real Estate Service of the Bodrum Revenue Office, holding positions as National Real Estate Officer, National Real Estate Chief, National Real Estate Specialist, and Deputy National Real Estate Director.
Following his roles as Deputy National Real Estate Director at the Muş Provincial Directorate of National Real Estate and the Milas Revenue Office, he served as Bodrum National Real Estate Director between 2013 and 2019, and as Bursa Real Estate Director between 2019 and 2021. Between 2021 and 2025, he served as Bodrum–Milas Regional Coordinator Department Head within the Muğla Metropolitan Municipality MUSKİ General Directorate.
Through a career encompassing national real estate directorate, real estate directorate, and regional coordinator department head positions, he has specialized in public real estate management, leasing, allocation, sales, ecrimisil compensation, easement rights, valuation, coastal areas, and local government practices.
He is a graduate of the Ministry of Finance Higher Training Center and holds a master's degree with thesis in Renewable Energy. He also holds a Capital Markets Board Licensed Responsible Real Estate Valuation Expert license. Having retired from public service in 2025, he continues his professional work under TERRAVERA in the fields of public real estate management, real estate valuation, coastal areas, local governments, and technical consultancy.
